Looks like he has some purple sheen in his tail plumage. Definitely see about rehoming, he is a handsome EE.
black feathers will always sheen, no matter if the bird is male or female.

Illegal is still illegal... you could still be fined for having him. I've never heard of decrow surgery before, but if its like 'debarking' a dog... I find that to be quite cruel. Instincts tell him to crow. There's a reason for the crowing. Its how a chicken claims territory and females. I think its best for you to find a good home for him, where he's allowed to be.
 
I have no personal experience of de-crowing, but according to what I've read on the internet:

De-crowing makes the crow quieter (How much quieter? That varies, and is not predictable.)

De-crowing, or any other surgery on a bird, has some risk of killing the bird. (How high is the risk? Depends on the vet, on the bird, on random chance...)
 
Ok cool. I didn't know if you knew. Lots of people come on here thinking that the sheen automatically means male. I didn't mean to offend.
All good. Just found the purple hue striking, my BJGs all have the beetle green except for the shoulders of my cockerel who has a bluish shine, so seeing the shade on this EE fella is really neat.

I wholeheartedly agree. If the OP is even considering such a drastic step then rehoming is the best option. No amount of alteration or control will change the roo from being a roo and doing what they do.

I had a BJG that sheened the green, and then in different light would sheen purple. She was gorgeous. My black EE (araucana/ameraucana) sheens mostly blue and green.
 
There was a thread on BYC recently about someone who had surgery on their cockrell. Unfortunately, he died during surgery.
Please reconsider. Quality of life is just as important as quantity/length of life.
Whatever you decide, I wish you and your cockrell the best.
 
He/ she stands 2-3 inches taller than the female EasterEgger that we bought. The tail is abit curvier like a roo as well.
