It's "caponize". Capons will often crow less, but that does not mean they won't crow.
Also, I've heard it's hard to find a vet who will do the surgery these days, although your area may be different. Plus, the surgery is very risky to the rooster. I guess you could ask your vet about it, but don't be surprised if they say no.

That's a boy. Crow collars don't work all that well and can be dangerous, caponizing must be done before they start to crow or it will have very little effect and can also be deadly. Even if they did work to soften the crow it might not save him - illegal roosters are illegal. Vent sexing is only 90% accurate and mixing up bins happens a lot.

I suggest finding him a new home.

Easter eggers are all unique (they are mixed breeds) so there won't be a female version of him. The females just aren't as colorful in any breed.
Why do you want a pair if roosters are illegal where you live?
