Is this a rooster?

When i bought this one right before christmas i was told from the seller that he was a rooster but still young. Since then he was the smallest at the house and got picked on and does not sleep with everyone else. But its been 5 months and i believe him to have been a month or two old at purchase but he doesnt make any noise or even attempt.

Yes, that is 100% cockerel (young rooster)- the crowing will come. Do you happen to have any other roosters in your flock? Often the presence of a dominant rooster will cause subordinates to delay crowing, etc.

No other roosters. I have 4 hens and this guy. I just started my coop last year and most of them are new had to replace them after an incident with the neighbors weiner dog. I thought he looked like a rooster he is different from everyone else. Wasnt sure if he needed therapy after being picked on
