Is this a white leghorn roo??? If not what is it??

Can anyone tell me what this is? These were packing peanuts and I thought they were white leghorn roos... but now I am not sure....the brown spots are NOT dirt. They are at least 12 weeks old now, do not crow, do not lay eggs ...yet, and look more like roos to me. They are set for the chopping block in a week if they are roos so I want to be sure

Anyone know what type of chicken this might be....I have 2 more and NO IDEA how to tell if it is a roo or a hen....I guess I will have to wait to see if they crow.... I feel really bad I killed her now.....She isn't even much to eat

I cannot have roos where I live so I hope they either crow soon or never!
 
How do you know it was a hen? It does look like a red sex link male. 12 weeks is way too young to expect eggs. Pullets generally begin laying between 19 and 24 weeks.
