I think it is. I've never used a heat lamp so I dont know anything about the temperatures with heat lamps, but the setup looks good. Do you only have 1 chick?
 
Just a precaution, if your chick starts to look unwell, remove the plastic bin and replace it with a cardboard box.

High heat on plastic will release toxic fumes.

Plus, make sure the brooder isn't to hot. Plastic totes commonly become to hot for chicks. Like a small oven with the heat lamp shining down on it. I would add a thermometer to make sure the temp is correct.
I would also get that chick a friend. They need buddies to integrate easily, be social, learn how to be part of the pecking order, and be happy.
You will also want to add enrichment as the chick gets older. Perches are perfect, along with handfuls of grass and dirt etc.
 
What should the temp be
The ideal temperature for chicks, seven days old or younger, is 95 degrees F. Week two is 90, week three is 85. Each week declines by five degrees until chicks are ready to live outside.

That's what I found online. I'm not 100% sure it's correct.
 
What should the temp be
The hottest part of the brooder should be about 90*. Google will say 95*, but I usually air between that and 90*. If this chick was shipped or taken home from a freed store, then make sure the brooder is 95*, for shipped chicks possibly even higher for the first day. There should also be a cool part of the brooder, and it should be room temperature. You decrease the temp of the hottest part by 5* each week.
 
I'll never use plastic tubs again. My first batch of chicks was in one and thankfully I noticed the chicks panting because it was 130 in there. They're ovens. As far as temperature the chick will let you know what's working. If they're too cold they will chirp constantly. If they're too hot the will be pressed into a corner. I also only see 1 chick but I hoping you have more coming as chickens are flocks animals and need a flock.
