Is this chick frazzled?

So I got these two chicks from TSC- and I'm worried one is actually frazzled and not frizzled.
I have a picture of each for comparison.
The buff Cochin has more curly feathers than the white Cochin.

Or can chicks show more frizzled than others at a young age? I haven't raised many frizzles yet so I'm not sure.

For me it's too early to tell.
Kinda looks like the buff is more like what I saw in my frizzle Cochins and the white is less then ideally frizzled.
