Is this cockerel crested?

Are these feathers the start of a cresy or just cool eye brows? He’s a BYM. Father was supposed to be a BR, but I have assumed he is probably a BSL. The mother is a blue rock. If this is a crest, does that imply he has any specific breeds in his lineage?
