is this hurting my hens

we have one silkie cockeral, a salmon faverolle and a buff sussex (both hens)

our cockeral seems to biting the salmon faverolles legs a lot causing her to run away making clucks, we thought it was a sign of him ordering them about, however, hes not done this to the other hen at all. Our salmon has recently just been 'flopping' on the ground whilst the other two run around, is the biting hurting her? should we get rid of the cockeral? we heard that salmon favs are very docile and are easy to pick on.. help please
 
I'd lock him up for awhile..especially if she's acting differently now, he can hurt her, sure and bites and scratches get infected sometimes, a whole new jproblem...why can't they just all get along together?? Off to jail
