I think you did your neighbor a favor by doing the research for him.
Just one thing you need to check into BEFORE you shoot a dog.....What I read on the PA law, specifies "domestic" animals and "household" pets. In some states, chickens are considered "livestock", so they may or not be covered.

Most important, is that you neighbor THINKS they are.

This makes me appreciate that our nearest neighbor is over a mile away!!

Most (not all) law enforcement officers know the law. My suggestion is that you take what you have printed out to your local constabulary (sheriff or policeman) and ask them how they interpret it. If they say chickens are not livestock, that's the way they will probably interpret it if you shoot the dog. Also, I am assuming you live outside the city limits because in most places it is illegal to shoot a firearm within the city limits. Also, if you have to shoot it, shoot to kill! In some places you can be charged with animal cruelty for injuring an animal.

I am in know way siding with your neighbors. my neighbors dog attacked my chickens once and I beat the heck out of it when i caught it. but i then realized it was my own fault, my neighbors can be the nicest people, but its a given their dog will get out of the yard eventually, so i must protect my self.
 
Oh, I wanted to add, (not sure about chickens), but I'm pretty positive that Monarc doesn't free range her quail, and they're pretty protected from what her pictures show.

Monarc I don't think you are being immature. you have warned your neighbor and time will tell if he understood your warning. I do think maybe you should call your law enforcement dept. and have them with you when/if you deliver the bylaws. I know you care very deeply about any animal, but you have to protect them from any and all preditors if at all possible.

Don't let this man get to you too much. Especially if you and your hubby are going to try have a little one. The stress is not good for you.
