Is This Normal?

I noticed that all of my hens have patches of missing on their heads, but I blamed that on the rooster. This hen of mine is not the favourite of the rooster and hence, hasn't lost much feather of thr head. But when I pucked her up today, her feather below (in the crop and breast area) felt really clumped up. I noticed that she didn't have much down there. And the rest of my flock doesn't either. Is this normal? Should I not rule out the possibility of mites/ lice?

To me that looks like feather pecking/plucking from flock mates.

Do they pluck underneath the hen aswell?

Looks like simple feather plucking. Keep a watch on them today and you will probably catch the perp in the act.
