Is this really a RIR?

I got 6 Heritage Rhode Island Reds from TSC. They are about 6-7 weeks old now. As soon as this one’s feathers came in they’ve had blackish “laced” tips. She (or he 😳) is also a bit smaller than the rest of the RIRs. She’s always seemed to fly better than the rest and gets up higher than the others. Think she/he is a RIR or something else?

It's common to have minor individual variations among chickens of the same breed, but I agree that one is a little extreme. However, I think it still looks more like a Rhode Island Red than like any other common breed, so it probably is a Rhode Island Red.
 
She doesn't look that much different from an RIR, she could be an RIR or another breed. I think that if she is an RIR, she is indeed a "she".
