Is This True???Manditory Microchipping Chickens????

I just read a bit online somewhere yesterday that in 08 the government is going to make it manditory that livestock owners microchip their animals. (even people with just a few animals, like chickens). It will be at the owners expense to pay for the chiping and the GPS tracking that the gov. will be monitoring. It has something to do with terriorism prevention. It is called NAIS (national animal identification system??) It seems like this is a real thing from the stuff I have glanced at. BUT I can't believe that this is really true, it seems too insanely stupid to be true!!
This is a site of groups opposed to the supposed legislation. If anyone knows more than me, I would love an education. I would love even more for someone to tell me this is a hoax!!

Mostly, kind of, partially true. A lot of websites on this topic get very, very weird and paranoid. Think about what you are reading... and try to be smart about what you believe.
