Is this vent gleet? Should I treat it?

Lots of dried poo around her vent, and some stuck on her feathers too. She acts well and lays frequently but it seems like her bottom is a bit messy. Some days, the feathers around her vent are dry and poofy, but on other days, they are smeared in poo. Is this vent gleet? Should I treat it? I was thinking of cutting or washing off the dried pieces,

Soak her in warm water to rehydrate the dried particles, then lightly use your fingers to remove. Dry the area and apply a light coat of neosporin to the red areas.
I have tried bathing her before but she simply doesn’t want to get wet, I will attempt to try again though. Her most recent dropping had a little milkly liquid in it but she had other solid healthy looking droppings earlier.
