Is this wood salvageable?

We've only had this in July but we didn't know much about building anything so it looks like a lot of damage has been done since it rains a lot here. I'm going to rebuild it this weekend, make it smaller, raise it, give it a floor. Would this wood be reusable? Can I paint over it at this point? Should I just start over?

Looks like it definitely got wet. A couple days of sun and it will dry out enough to paint. I'd definitely scuff it up with sandpaper before painting.
 
I found black mold forming on the inside. I can scrub that off and maybe spray with vinegar but should I paint the inside or treat it with an anti mold spray?

Also, how much ventilation would a 4x4 coop need for 2 birds?
