Is this wry neck? PLEASE HELP!!!

This is one of my quail that needed assistance while hatching. It had been a day and a half since she pipped, and then quit. I separated in a different incubator. She hasn’t been able to walk, or crane her neck
 
How long has she been like this? If she just hatched then she probably needs some time to stretch out. If there's a few hours passed and she still hasn't got to her feet then there's definitely something wrong with her. Usually when they don't hatch themselves there's something wrong with them.

It’s been all day, and she’s stayed like that, i’m not sure what to do, unfortunately.
 
If it's been that way for hours, there's something wrong with it. Chicks that need assistance hatching often (not always) have problems for good reason.

At this point, I hate to say it, but it would probably be kindest to cull.
 
Even if it figures out how to eat/drink, life is miserable: half sized, picked on, walked on, pooped on, and if it doesn’t, it is a miserable way to die. This one looks pretty severe, prognosis isn’t great.
