So just to confirm, the "You do not have permission to view this page or perform this action" error isn't specific to attachments uploaded while using Safari? I want to know specifically if attachments being uploaded with any browsers other than Safari are yielding the exact "You do not have permission to view this page or perform this action" error.

IT happens to @Starburst. They use a Dell Laptop, and Microsoft Edge.
I have had it happen on three different devices.
An iPad generation 8 and the browser is Safari version 14
An iPhone 6S and the browser is Google Chrome version 79.0.259819395
And an eluktronics laptop, browser is Google Chrome version 87.0.4280.141
I will ask some other people who it happens to.

In terms of location - @Starburst, @human1, and I are all on the west coast. (It has happened to all of us.)
It has also happened to @Misfits Farm 92 and @ChocolateMouse who are both located in Ohio.
Also to @JadeFarms who is over in Florida.
I know it happened to many others but these are a few off the top of my head.
