Issues uploading photos.

i think one of the most recent versions of ipad lets you record if you go to Control center by swiping from the top right corner of the screen
there should be several buttons including brightness and volume settings
if the screen recording icon doesnt show up (a cirlc einside another cirlce) you will probably ahve to upadate the control center in your Settings

I've had issues on both. Though the one I had most recently was on computer.

You are clearly able to upload pictures.
Continue to upload them the exact way you're uploading them when they work fine.

yeah i just uploaded that picture (from file explorer) in a PM and it worked

These are the hardest types of bugs to find. Just keep posting lots of pictures and when it does happen, make notes of anytime you can think of. Take lots of screenshots too.
