I had a Serama with pip and no hatch. After 24 hours, gently peel pieces of the shell in a circle across the top, as the chick intended. Leave the membrane intact. Moisten a paper towel. Dab the membrane. Get the humidity up. >90% Leave the moist towel inside the incubator. Intervene further, as chick continues having difficulty.
Sounds like the chick is stuck in the shell from dryness. Opening the incubator even for a second, can dry out the shell. Is like a hard boiled egg, that will not peel off the egg- when was exposed to air for a second.
I saved one of the teeniest Serama babies like that. Good luck to the baby.
