It's been longer then 24 hours, should I help?

I use the baking soda/brown sugar/water mix if I break open a vein. I look at it like this, that blood they loose for my mistake has to be replaced, so I IMMEDIATELY start giving them the mixture if I even think of helping. That way if I do open a vein, they are already to the plus and hydrated. I use a cotton swab as loaded with the mixture as possible and place it against the corner of bill. I allow them to drink at their speed, or you may drowned them. I little at a time and they will be fine. I had one of my first that was stuck and didnt know of the veins, before I started; it looked like a blood bath in the 'bator. I got him out and it looked like I was going to loose it. Found this mixture and applied it to him. Within 20-30 mins it was up and moving like the others that were out and about in the 'bator. I was so happy to find that formula for that mixture. I haven't delivered chicks without having some at the ready, just in case!
 
It was truly stuck. The membrane had dried to its feathers so I pulled away the shell and wet the membrane and it was about to push out. It was screaming to get out, very panicked. 32 hours I decided it was too much for it.

I've never heard of this. How do you make the mixture?
