are they noisy? The roos can get noisy when they are trying to get a girl, otherwise pretty quiet birds. You can tell on browns at about two weeks by their breast feathers. Otherwise you need to vent sex them and that information is all over this site.
are they good brooders/parent? No, if you are looking to hatch eggs you need an incubator and brooder.
is feeding mash ok to them? if not then what do they eat? Game Bird Starter. The highest protein you can find. 30% is a good number to aim for but you should try to be over 24%.

and how do you tell if an egg is fertile? They lay a very dark egg than can be very difficult to candle, so your best bet is run a good ratio of roos to hens, about 1/3 and you should be OK. Toss them in a incubator and see what cracks.

Wow so many questions....a lot of what you're looking for will be in the stickies, but I'll bold next to your text...
how can you tell a female baby coturnix quail from a male baby coturnix quail? You can't
are they noisy? They are chattery...but not too noisy. You will have the occasional one that will peep its lungs out though. Keep feed and water available all the time and they are pretty mello
are they good brooders/parent? No. Some have had the occasional broody hen, but that is atypical, not the norm.
is feeding mash ok to them? I don't if not then what do they eat? 24% protein or greater GBS (Game bird starter) crumbles, from hatch to death

and how do you tell if an egg is fertile? Crack one open and look to see the "bulls eye" in the yoke.

So, do you have some now or just researching the possibility of getting some?

I have only had about 300 total quail, and I hatched all but 12 of them. Out of those only one hen was broody, so ya, it is rare. If you want to feed the addiction buy or build an incubator and hatch ya some.
