do chickens hatch chicks during the winter???
or do they know its too cold for babies???

I had some hatch in March. Mom was brooding even through the snowfall. I read another post of someone getting a hatch near Halloween. It all depends on having a broody hen. My cochin banty started setting in February, but we never got any chicks.
 
I would pick the eggs up so they don't have the chance to try and brood if it will be too cold when they would hatch.

I guess they can have chicks all year round if they want. It would be a lot of work for her to try and keep them warm.

Just some thoughts...
