Just try and get it balanced in the right place where they don't huddle under it and chirp with cold or lie down as far away as they can get while panting and wing spreading. They should have a good mix of sleep and activity and not excessive chirping. If you can't adjust the height, then get a lower watt bulb, or plug it in with a dimmer switch.

Alternatively, a lot of people recommend a heat pad over a wire frame, or a ceramic dull emitter reptile lamp which doesn't bathe them in bright light 24 hrs a day.

if you cannot afford new stuff, search the house light fittings for light bulbs that are 40 or 60 watt and swap them with the one in the brooder. Not LED or longlife bulbs though

What is your brooder made of?
If you can, get a few cardboard boxes, cut some sides out and tape them together to make a bigger brooder.
They need to be able to get as far away from the heat lamp as they like.

Don't turn the heat lamp off completely for too long. Those chicks look under a week old and they can chill quickly.

Local feed and hardware stores have good cheap dial thermometer or even dollar store. If anything like that is near. I try to get a couple non digital and throw 2 in there. Batteries wont die cause no batteries

Is there and area with a shelf in the house? I've clamped my light to a low shelf once and moved the brooder under it when the lamp needed to be raised at least till I found another way

heres pic, its higher now, need to be more higher?
