I usually don't give my bucks nestboxes, just my does. But mine are all kept inside so they don't need a hidey hole really to get in from the elements. He probably thinks that's what he's supposed to use for his litterbox. You could try removing the nestbox and giving him the litter box only until he is steadily using it and then give him the nestbox after.
