Just potential botulism or worse?

If botulism, then giving him vitamins will NOT fix the problem. Seeing how this was a few days ago, you are lucky hes still alive!

Treat ASAP with epsom salt in water, make him drink it. This is to help flush out the bacteria releasing the toxins that cause the issue and death.
Be sure to give fresh water shortly after to ensure he doesn't get dehydrated.
Don't let him swim. Keep him dry and comfortable. Electrolytes in the fresh water should help perk him up once he comes out of it. But keep in mind that since it was not treated as soon as you noticed symptoms, he may not come out of it.
If he perks up and can eat, mashed up hard boiled egg and thawed peas mashed are a good start.

Niacin is essential to proper leg and foot growth, but that will NOT fix this issue

I agree. It appears to be a toxin of some sort. Whether it be from a chemical or bacteria.

But in the slim chance it is some deficiency, I would give him vitamins once hes been flushed and rehydrated. Worse case scenario it will perk him up a bit. But it’s really hard to say without a vets opinion.
