Juvenile rooster

My juvenile Silver Laced Wyandotte rooster seems to be honed in on pecking the other juvenile females. Is this normal and he will stop or does this mean he might have a tendency toward being mean?

Seriously doubt that it is an expression of possible meanness - it is more likely pecking order/ early sexual behavior. If his behavior escalates, separate him until both he and the pullets have matured.
