Keeping peacocks in urban Auckland

Hi
Can anyone advise whether keeping a peacock is against bylaws like roosters? We are fairly certain there is one in the neighbourhood that is currently going off at 4.30am which is not endearing it to my husband.

What can we do? Who do raise it with?

Auckland, NZ? If so, I was there years ago. Beautiful country! I was stupefied to see deer grazing on farms.
