Keeping quails safe from wildlife/stray cats

How do you keep your quail from getting killed or harmed by wildlife or strays cats in backyards in a city?

Make sure their pen is predator proof. 1/2" hardware cloth on all sides, bricks around the bottom to keep them from digging in. Make sure at least half of their pen has a solid roof so they can hide from hawks.

How many quails per cage assuming it's a small to medium cage?

Each pen is 20 square feet, and I have 10 birds per pen.

I wrapped some rabbit cages in 1/2 inch hardware cloth.
