They mentioned a child that needed special schooling and no other land to build on.So with that said why if you knew this would you move in?Did you not do any research before purchase?

I apologise I came across sharply. I missed that, this is really an interesting situation. There maybe no simple solution to this, my apologies. They mentioned a child that needed special schooling and no other land to build on.
I forgot to add .. Stealth chickens? No such thingI only have 5 little bantams but trust me, my neighbours know they are there

I second this!I am sorry that you are not able to keep chickens
However, if I can weigh in though and possibly with comments which are not going to be popular ....
I totally understand how much you want chickens; we moved recently but I was not moving unless I could take my girls with me and they flew to their new home in the cargo hold of a jumbo, alongside the cats, not in the same crate though
Anyways, have you considered that your neighbours may have bought in the HOA before you because they like the "no animals, livestock or poultry shall be raised, bred or kept on any lot" ruling? I know that if I did not like that ruling, I would not have bought there but if I bought there for that reason, I would be a little peeved if someone moved in and got the ruling changed because they wanted chickens or other animals/livestock.
Imagine the scenario the other way around, your HOA allowed for chickens and you bought your property for that reason, after you had lived there for years, someone new moves in and does not like chickens, gets the rule changed and you have to get rid of your chickensOr, because of the rule change, you have to move.
Unless you can get all Lot owners support, I do not think it is fair to try and change the existing rules to suit some and not others, especially as those others may have purchased their lot because of that rule.
I can sympathise with your ruling body if they decline the change because at the moment the line is clear but if they allow your chickens, what next? Where do you draw the line? Those who bought under the existing ruling may have to move because it is changed.
Edited to add: I forgot to add .. Stealth chickens? No such thingI only have 5 little bantams but trust me, my neighbours know they are there

I would go for it, but I am a bit of a rebel.I'm confused... your city allows 4 hens but your HOA doesn't? I'm guessing that if your city allows it it would be okay- I say go for it.
We had chickens at a school where I once taught and the kids absolutely loved it. We actually watched the chicks hatched.I don't know if you're willing to consider this as an option but I technically don't have any chickens right now either. But I am the caretaker of a flock at a school. Maybe you could get a school or community garden (my dad is a Master Gardener and they have a demonstration garden with chickens) to agree to host the flock on their land if you agree to care for them. It might be too out of the box or "weird" but it could be a way for you to live within HOA rules but still get chicken time.
