Leghorn pullet with no tail feathers.

I have 6 white leghorn pullets that are about 4 weeks old. All the girls have feathers all over except for a little down left on their heads. My concern is that 5 of the girls have decent tail feathers coming in, and one has the same tiny nubs she had a couple weeks ago. Should I be concerned or is she just a late bloomer? She looks like a duck, so we've affectionately named her "Duckie."
 
Well, I paid for pullets, so I hope she is. I guess time will tell. The rest of her looks like the other girls, but we'll see.
 
There is always a 10% chance asle can sneak through the cracks when vent sexing. But I got 2 leghorn pullets who have tail feathers at 2 weeks so idk. Got 2 SS's abs one only has a little bit of wing feathers while other has tail,wing shoulders and back feathers. Both are 2 weeks, thinking one might be a crockerel.
