At the age of these birds, it simply means that the 1st bird is maturing a little bit more quickly than the 2nd, but at this age a male bird would be much further developed and showing absolutely unquestionable blatant signs of being maleYes both different birds. One comb is redder than the other does that make a difference and the one in the top picture has noticably larger waddles than the other.
