Chick starter, chick grower, all flock - any brand. The chick feed is a little higher in protein which will not harm your rooster. And has a little smaller pieces which is also not a problem.

Layer feed is too high in calcium for a rooster to safely eat for very long.


I think this is unlikely because of how long he has not walked. You could try gently (VERY) gently stretching his feet and legs to try to stretch his tendons a little at a time until his feet and legs can move into normal positions. Then slowly build up his strength and balance.
How can you stretch the tendons
 
VERY gently stretch his legs just a little until you feel it being harder to stretch. Just do a minute or so a couple times a day. Lay him on your lap or on his side, whichever is more comfortable for you and him. You don't have to stretch much, but every day, there may be a bit more give. Or maybe not. How old is he?
He is 8 months old
