Welcome to BYC. I'm sorry about your rooster.
I think he is a meat bird. They grow so heavy, so fast, that their legs often can't support their weight.

He's not a leghorn. He's a Cornish X meat bird. His legs have given out because of his rapid growth and breeding.

I am feeding him scratch grains and no I have not poultry vitamin and mineral supplements and this is my first rooster

He is horribly malnourished.
I would immediately switch him over to Flock Raiser and get either Poultry Nutri-drench or Rooster Booster poultry vitamin and mineral supplement and give him 5 drops directly to the side of his beak daily for 2 weeks minimum.
Scratch grains are not a complete chicken feed. He looks like a Cornish X.
