I actually think you're right! Twocrows is correct that males have blue ceres, however I've been informed recently that female budgies can sometimes have pale blue ceres when not in breeding season- it's rarer, but it happens. Much paler than a dark blue that mature males typically get. Also based on behaviour, we are guessing that the owner was mistaken and she's actually a girl. (Until proven otherwise)
