I remember the winter of 1994 having -30 F air temp, not wind chill. The weather guy said we would not likely see the same temps again in our lifetime. That is VERY rare for Michigan. The coldest since I think was -15F a few years ago.

23 F is "cold, but not too cold" here. I don't go out without coat/hat/gloves, but I'll go for a 2 mile walk with the dog.
We had 3 days and nights of -30F in February of 2012 or maybe 2013? Can't remember exactly. Killed so many trees, wildlife, water pipes frozen up, I will admit, it was a bit chilly. âť„

OUCH! Michigan rarely sees below zero F temps, and more rarely for more than a day at a time. Those Great Lakes? They're our insulation.

1994 had a lot of clear nights in January/February. That was an anomaly. Those months are usually very cloudy, and those clouds insulate use just like the lakes do.

Do you get a lot of snow up there?

I'm in SE Michigan (~ an hour northwest of Detroit). I would've been a freshman in high school that year...I don't remember if our temps got that low here, but if they did, we definitely did not have school, which would have been a plus in my book, lol! 🥶🧊

At times. We can have memorable blizzards, and then diddly piddly. I remember more snow in winter when I was a kid. :gig

There are times when our road is impassable because we are really low priority and the county doesn't get to us for a day. Or three.

We also get what is called, "lake effect snow." (Weather geek info coming...) The wind is predominantly from the west and northwest and can pick up a LOT of moisture as it crosses Lake Michigan. It then dumps snow on the western side of the state. Depending on a lot of factors, it might come as far inland as where I am, or it might all fall closer to the lakeshore. The weather 40 miles west of me can be very different. Real geek stuff: because Lake Michigan is big, there can be a lot of "wind fetch," ie, water surface for wind to blow over, leading to a lot of lake effect snow.
