She's acting broody but there's a few problems with that.
1. Nobody is laying
2. It's too cold
3. I honestly can't give her anything (Chicks or eggs)

She's raised chicks and ducklings before but I already put the brooder coop away so I wouldn't be able to separate from the flock.
Yep, no eggs and cold doesn't stop broodiness. If her hormones are raging, she can go broody. They can and do set on nothing at all, just sit there and hog up a nest box. As long as she is still eating, drinking and not acting sick, she's no doubt fine.
