For the majority of cases, cats belong inside, yes. Unless they are working cats but they still need proper shelter. My three are indoors only, even though Tesla, my rescue, wants to go outside all the time. I try to remind her that this is the reason she became a rescue in the first place, but she won't listen.
I agree that cats in the city/town should not be loose. Too many dangers. It's irresponsible, and they are perfectly happy remaining inside if this is what they are taught.
