The eggs under the broody hen still have a week and a half until they are suppose to hatch, so I think that they should be affected too much.

No egg clusters means you may get away with one treatment.They are definitely lice, but there are no clusters of eggs on the shafts of the feathers.
Just to ensure that my chickens have lice, here are a couple pictures of the bugs. Some of them are larger and more red, but this is one that I removed from the hen. What does it look like to y'all?
