At 16-20 weeks the rooster's tail should be well formed. Yours looks like maybe another chicken pulled out some feathers, but I think I do see green feathers in there. Green=rooster.

But more than that I found him on a hen yesterday so he's working.. But not crowing is that normal?

I once had 2 roosters and only the dominate one crowed. Every time the other one tried he got attacked, so I think it is normal. It is also normal for a female to mount another female out of dominance, but I don't think this is the case for yours. Also--you can tell that they are actually breeding or not.
