Limping, lethargic, tail down.

I have a mixed flock of 10 hens and 2 pullets. My 1 and only Russian Orloff hen has been lethargic for several days. I noticed her limping a few days ago, and her tail is tucked down. I haven't noticed any eggs from her for a few days. Does being egg bound cause limping? What other things might be wrong with her?
 
I checked her feet, they look fine. I have had some bumble foot issues before, and they weren't nearly this pathetic
 
Another possibility could be heat stress. The heat is just AWFUL everywhere right now...could be the heat is getting to her. I set out old milk jugs with frozen water in them, turn a sprinkler on low and let it just 'hit' inside their run..they love that! Plus they have a covered run so it's much cooler...right now it's 94 outside...whew!!
