I would not give it water....it could aspirate....everything it need is in the yolk. If it can't absorb the yolk then something is wrong that you can't fix. Unfortunately it is a wait and see thing...
I had one of those with my first hatch. I helped him too much and he came out just like that one. i have to say unfortunately he did not make it. He died in a couple of days. I hope yours does much better!
I hatched one like that in November. Mine is a fine young man today. Don't give up hope. Mine was in the shell four days and he made it. I removed the shell first as you did and put him back in to rest for a while. Then began slowly removing the membrane around the head area...if it started bleeding stop and rewet the membrane and leave it for a while again. Uh-oh... k, he seems no different this morning... but the yolk seems to have shrunk. But I am worried that it may have burst a bit, and not absorbed. I will try to take a photo to show, but not sure how to do it.
The yolk seems MUCH smaller, but the washcloth around the area is colored orange with a bit of yolk spread around... did it tear, or does anyone know if yolk absorption is naturally a messy procedure?
