One hen had a long stringy sack-like soft tissue hanging from vent area... It dropped off, and other hens gobbled it up.

It was about 6" long, looked like an unformed egg. Can that be? (They have slowed down laying, and several have cakey areas on fluff around bottom.) Is this normal? Anyone ever seen this?

Sounds like a shell less egg. Normal occasionally or in new layers.
Some hens just seem prone to dirty butts. You can either wash or trim if you need. It is not good to leave poop in contact with skin for long. It can burn, from the ammonia.
And the slowing is normal for this time of year.

Good luck
