looking for alternative heat

Is this for keeping them in a large room or building until they are sold? Is the room/ building insulated? I don't have a suggestion, just trying to get a better idea of the situation/ problem. I assume the room has a source of power?

Yes, we sell the birds from a storage room in the back of the store. It's heated, but need the cages to be considerably warmer when we have birds for sale. In years past we have had the birds in pens on the floor with heat lamps over them, but I'm trying to be a little more efficient with the space while doubling the number of birds we can sell/carry.

Hello, welcome. Someone said brinsea, maybe the Brinsea EcoGlow Brooder is an option. It uses low power and isn't too expensive, but also doesnt look commercial grade. Maybe there are others.

I had looked at these warming plates but I'm looking at 6' pens with a couple hundred birds in each box. These are just to small but thanks for the suggestion.

Just an idea I had . Did you ever think of using electric blankets ? You could drape them over the top and back of your pens . You may have to alter the thermostat and plug them all into a gang plug so the thermostat operates them all or you could plug each one individually into a separate temperature controller . Just trying to help . Good luck .
