Do they have good air circulation and any sunlight?
Do you think maybe they are not getting enough sunlight? The central air is right next to the brooder and it sucks air right past the brooder.

They may need more natural light, I don't use the red heat bulbs, so don't know if that could be an issue, I use 75 way light bulbs, incandescent.
I'm not sure what else it could be. Maybe @CapricornFarm farm can help or at least tagg someone who can.
is the humidity high in the laundry room? maybe it is a mold issue? Rather than put medicated water, maybe try using medicated feed. How often do you change the water?
Set up looks good to me except I just dont like those waterer types . You should disinfect between batches . I use a weak bleach solution and rinse well. I also would try giving sick chick corrid straight to the mouth. Is Corrid what you are using for cocci ? What dose ?
