hello. just spoke to the people from the hotline. there wasn't a prompt...but i pressed zero and it went through to a person. I asked a few questions, these are some answers.

If you are NOT in the named cities you are ok for now. Even if you are a bordering city...you are ok at this moment. they recommend NO FREE RANGING in los angeles county. i repeat, they recommend NO FREE RANGING.
no visitation by other wild birds (which generally happens in one way or another). so try your best to get the wild bird life away (who is spreading the virus).
you can take your birds to a vet to be tested, in advance. if you want. i guess, like, ripping the bandaid off- or just getting it over with.

if you are in a city of concern YOU WILL be notified by a yellow paper with directions.

they will pay fair market price for the birds if euthenized.

NO FREE RANGING, you may need to make some kind of run asap.

so, for now, Cutie and Fluffy are ok.

my poor babies are screaming to free range right now. i'm going to make them a nice snack. they have the minimum 10' for the run, but they love to be free. it breaks my heart. the good thing is we built a larger coop/run for better biosecurity, it's just not complete, yet. this weekend it will be. hopefully it's not too late.

Did you happen to ask them how they know who has pet birds and how they will know who to mail a yellow to?

she said they will leave the yellow paper at every door. it is my understanding that every pet owner will have to call to make an appointment. i'm guessing the honor system and hefty fines for violation will motivate most.

they'll know i have chickens...you can hear my girls from the street. Cutie yells for me when i pull up, like a doggie waiting at the door. or if she wants a treat, or if she wants to free range-dang, cutie is just a loud tiny t-rex! there's no hiding her. (not that i would)
 
But wild birds are not the cause of an outbreak.
The cause of this outbreak was a prize cockfighting rooster that had VND coming in from Mexico.
Then large backyard bird flocks, cockfighting rings and their transient nature, freeranging of infected birds (like not in a backyard, meaning from property to property with no fences) and infected birds being moved all are the major contributors to this problem.
During an outbreak, limiting exposure to wild birds is only about trying to mitigate that variable. Mostly about infected poultry not giving it *more* to wild birds so they can pass it on more.
