"Louisiana "La-yers" Peeps"

Anyone able to help me? I am not sure if I have a rooster or not. I got these two White Leghorns as day olds from Meyer. I only ordered 1 but they sent me an extra chick. Anyway, one has tail feathers that look very rooster to me and has a much larger comb than my other leghorn. I was ready to get rid of it (live in city cannot have rooster) but I showed a picture to a co-worker who said he thinks its a hen.

This is my first time with Leghorns so I'm unfamiliar with their development. I know they are known for large combs but my co-worked said they grow at different speeds and that didn't necessarily mean rooster. What do yall think?

Picture 1 has both (left is possible rooster).
Picture 2 has just possible roosters comb.
Picture 3 is my hen.

edit: They are just over 2 months old.

I’m gonna go with a cockerel. I think I can see a spur nub on its leg.
Or is it possible that the chicken in question is the leghorn pullet that you ordered and the hen that you think is a leghorn pullet is actually a white rock pullet ?
 
Interesting... looking at pics the hen does look pretty rock like. I don’t see a whole lot of pictures of leghorns without the raised tail feathers.

That’s exactly what I noticed off the bat too she has the body more like the rocks I’ve raised in the past and the tail isn’t very leghorn-ish.
