Low pecking order = rooster not crowing

I have three roosters. The one highest in the pecking order crowed first & the rooster second highest in the pecking order crowed second. My third rooster hasn't crowed yet & is lowest in the pecking order. They are all the same age, hatched the same day. They are all 13 weeks old. Has this happened to anyone else or is this just a coincidence?

He's probably just slower maturing. He'll crow in time.
