Low water gardening

I live at the top of a rocky mountain in the high desert. We don't have water, so our water is trucked in & kept in a cistern. As a result, we pay about 3 times per gallon as we did when we lived in the city. Being a desert, we don't get much rain. Only 8-10 inches per year, & the vast majority of that is in July & August. I'm looking for ideas for gardening that would use the least amount of water possible. My main desire is to grow lettuce & tomatoes.Does anyone have any experience with this, or any ideas?
