This is what blue dye looks like over Virgin hair. It doesn't look that bad so if your sister didn't want to bleach it would probably still look ok. I just think it looks better over blonde hair, personally

Thank you, probably but I don't remember I hate that picture because I was so freakishly skinny at the time from being sick But it was the only one I could find with my hair like that.
