I've been researching seramas for a couple of months and have not seen any of the good sarama breeders to sell their birds for less than $45 each. Even for their pet quality seramas. Occasionally I've seen some lucky people won a Serama for less from an auction on BYC from a good breeder, but not many.
The ad sounds too good to be true because of pricing and because of the quality and quantity he claims to be reducing.
I would not buy any seramas that I can't see a photo of, even from a good breeder. However, Im a purist so when I want a Serama, even a pet quality Serama it has to look like a serama and not a OEG or a mixed breed. Those are not seramas.
But if you're just looking for small chickens as pet and you don't care what they look like, then any small chickens would be fine, but I wouldn't refer to them as seramas.
My instinct is to buy from sellers I can trust and this guy doesn't sound trustworthy. Good chance you will be disappointed.
Good luck.
