Is it an age or sexual maturity thing? My rooster (cockerel?) is only 10 months old but he's been sexually mature for months

My old roo had it once his feathers started coming in. I dont know anything about the genetics behind it.

A pullet only becomes a hen when she reaches one year old. A cockerel only becomes a rooster when he reaches one year old. You will find a multitude of people who say what you are thinking, that it depends on sexual maturity, but they are incorrect.
